Jim Little's book on 'Planning Controls and their Enforcement' has now been in publication for 45 years and is currently in its 7th Edition. It is in loose-leaf and is kept up-to-date by supplements, usually twice a year.
By last Summer there had been 16 supplements to that edition and the binders were becoming overcrowded. There had also been a new Planning Act in 2008. The publishers decided they wanted a new 8th Edition, which Jim agreed to do. Accordingly, for the last 11 months he has been at work on all 800 pages of it. The new edition is now published.
With some trepidation, Jim approached Lord Justice Carnwath, a man whose name is very familiar to everyone connected with Planning law, to write the foreword. In 1988, when Lord Justice Carnwath was a Planning Silk, he was asked by the Secretary of State for the Environment to review the then existing law on planning enforcement and to make recommendations for improvements in the system.
His "Report on the Enforcement of Planning Control" was published in 1989 and most of his recommendations were adopted by the Government and passed into law in the Planning and Compensation Act 1991.
Jim was delighted to hear that Lord Justice Carnwath was happy to oblige. The foreword is attached and exceeds all Jim's expectations!
